A hamstring injury suffered before training camp while working out in Arizona with QB Donovan McNabb never fully responded to treatment and rehab and coach Mike Shanahan said Tuesday Kelly would be played on injured reserve. The third-year WR, who was a second-round pick in 2008, might still have a future with the Redskins but Shanahan didn't paint that in overly optimistic tones. While Kelly cannot play this season, the Redskins can cut him once he has healed, Shanahan pointed out. "A lot has to do with how he works, relative to getting healthy. I like the guy as a person," Shanahan said. "I think he has a lot of qualities that you look for in a football player. The main thing is, Can he get out there on the football field and eventually play? If I see the right type of work ethic, him doing the little things, the little things the right way, he's got a much better opportunity to be with us next year. But I'll evaluate that as time goes by." Kelly, bothered by a lingering knee problem as a rookie, was inactive for 11 games. The other seniors nominee was LB/K Les Richter, who played nine seasons for the Los Angeles Rams and made 8 Pro Bowls. Richter's is a posthumous nomination. He was 79 when he died on June 12.&#xD;
Hanburger and Richter will be joined on the HOF ballot by 15 modern-era candidates who have not yet been named. Nominees must garner 80 percent of the vote to be enshrined and an HOF class can be no smaller than four nor larger than seven. The selection meeting is set for Feb. 5, the day before Super Bowl XLV at Cowboys Stadium in Arlington, Tex.&#xD;

Carter, 5-8 and 190 pounds, was  signed on Monday, with Kareem Moore now out 4-6 weeks following  arthroscopic knee surgery. Carter stepped in as a backup at strong  safety, with Reed Doughty and Chris Horton now competing at free.&#xD;
"I  know the defense. I played in Pittsburgh and I'm familiar. It's not  like it's coming out of the sky for me," Carter said after practice. "I  just have to get the terminology down. They play some of it a little  different."&#xD;
Carter's ability to walk in and not need a crash  course pleased defensive coordinator Jim Haslett, who was once the  Steelers defensive coodinator.&#xD;
"He knows the defense. He's played in it a long time, I may have to pick his brain," Haslett said.&#xD;
Moore,  going into his third season, had made only two starts but played well  in training camp. He was injured on the fake punt play the Baltimore  Ravens ran on Saturday night in their 23-3 victory against the Redskins.&#xD;
"I  feel sorry for him," Haslett said. "He's a great kid and he worked hard  to get to that spot in his life and the opportunity to start and this  is a setback for him. He has already been scratched from Friday night&amp;rsquo;s preseason opener against the Buffalo Bills at FedExField.&#xD;
&amp;ldquo;If it was the real deal, I&amp;rsquo;d be able to go,&amp;rdquo; Brown said after Wednesday&amp;rsquo;s practice. &amp;ldquo;I don&amp;rsquo;t look at it as a setback. It&amp;rsquo;s more precautionary. I had the surgery on the hip, it&amp;rsquo;s sore a little bit, so we&amp;rsquo;re just being safe.&amp;rdquo;&#xD;
Brown played right tackle for the Saints as a rookie in 2005, then moved to the left side and twice was selected for the Pro Bowl. He started all 58 games in which he played for the Saints.&#xD;
Quarterback Donovan McNabb said Brown&amp;rsquo;s absence in the short term wouldn&amp;rsquo;t be an issue.&#xD;

The Redskins have only one of each of those specialists in training camp and experience is in short supply. Long snapper Nick Sundberg has never snapped in an NFL game, punter Josh Bidwell, the holder, signed with the team this spring and kicker Graham Gano can boast of four games of NFL playing time, all with the Redskins.&#xD;
That there&amp;rsquo;s no kicking competition may be a gamble. Or a positive sign.&#xD;
&amp;ldquo;That shows the coaches do have confidence in me and I appreciate that,&amp;rdquo; says Gano, who converted all four of his field goal attempts in 2009. &amp;ldquo;I&amp;rsquo;m just trying to show them that I&amp;rsquo;m the guy for the job and I feel like I&amp;rsquo;ve been doing that this camp.&amp;rdquo;&#xD;
Gano replaced Shaun Suisham last season and kicker is not a position with great job security. Suisham made 17 of 20 field goals last year but two misses came in a one-point loss to the Dallas Cowboys and another against the New Orleans Saints in a situation that could have put away a game the Redskins ultimately lost. So even when Gano enjoys success, he knows he must push harder.&#xD;
At practice on Tuesday, he banged home two of three tries from 53 yards. Good, but not good enough, he says.&#xD;
&amp;ldquo;I didn&amp;rsquo;t feel like I hit the ball very well. I had enough leg on it but I didn&amp;rsquo;t feel like I hit it as smooth as I have been,&amp;rdquo; he says. I don&amp;rsquo;t think I got any worse today but every day I&amp;rsquo;m looking to get better so if I don&amp;rsquo;t get better I&amp;rsquo;m disappointed in myself.&amp;rdquo;&#xD;
He&amp;rsquo;s looking forward to the first real test &amp;ndash; against the Buffalo Bills in the preseason opener Friday night. That&amp;rsquo;s when the snap, hold, kick routine faces true pressure. All the mental gymnastics disappear when the lights go on and the opponent applies the rush.&#xD;
&amp;ldquo;You can try to make it as game-like as possible at practice but you&amp;rsquo;re never going to do that until you do get to the game,&amp;rdquo; Gano says. &amp;ldquo;With me, I just tell myself every kick is a big kick, just like in a game.&amp;rdquo;&#xD;

The Redskins have only one of each of those specialists in training camp and experience is in short supply. Long snapper Nick Sundberg has never snapped in an NFL game, punter Josh Bidwell, the holder, signed with the team this spring and kicker Graham Gano can boast of four games of NFL playing time, all with the Redskins.&#xD;
That there&amp;rsquo;s no kicking competition may be a gamble. Or a positive sign.&#xD;

His younger brother, Sinorice Moss, goes into his fifth year still hoping to do the same. Santana, a first-round pick of the New York Jets in 2001, has had three 1,000-yard receiving seasons, two with the Jets and one with the Redskins. Sinorice, a second-round pick of the New York Giants in 2006, has managed only 39 receptions for 421 yards.&#xD;
They&amp;rsquo;ve not communicated much lately due to the rigors of training camp.&#xD;
&amp;ldquo;I haven&amp;rsquo;t really talked to him,&amp;rdquo; Santana said. &amp;ldquo;I like to let him do his thing and not bother him, except for a text every now and then but during the first week of camp I wasn&amp;rsquo;t sending texts out.&amp;rdquo;&#xD;
The Giants have a well-stocked pantry of receivers that includes Steve Smith, Mario Manningham and Hakeem Nicks. So Sinorice is looking for more specials teams work on returns and offering to anything that helps the team.&#xD;
&amp;ldquo;I want to win, I want to contribute and I want to do whatever I can that can bring something to the team. I approach this like I do every year. I just come out here, work hard and make plays for this team,&amp;rdquo; he said. &amp;ldquo;Kickoff, punt return, wide receiver, I just want to contribute to the team.&amp;rdquo;&#xD;

What does he need to see?&#xD;

"The excitement is building," Grimm said at a news conference in Flagstaff, Ariz., where he is the assistant head coach of the Arizona Cardinals. "The nervousness is building a little bit."'&#xD;
Grimm departed for Canton, Ohio, on Thursday morning. He can still hardly wrap his mind around this culmination of his career.&#xD;
"When you are in high school, you dream about playing college ball. When I was in college I dreamed about playing NFL ball. When you're playing in the pros, you dream about winning Super Bowls, championships. I never dreamed of making the Hall of Fame."&#xD;
He expects the ceremony to be humbling but he already can tell you why his eyes might appear wet as he hears his praises sung.&#xD;
"It's not that I will be emotional," he said. "It is just that if the eyes start watering, it is from the humidity."&#xD;

He spoke with Redskins defensive lineman Albert Haynesworth, who is still not practicing with the team due to a knee injury and his failure to pass a conditioning test. He packed a lot into his time in a sweltering hospitality tent adjacent to the practice field.&#xD;
&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Goodell field a number of questions about the NFL&amp;rsquo;s labor situation, with the collective bargaining agreement ending after this season. He would not define one issue as more pressing than another but included these among the key ones:&#xD;

Colt Brennan, the 'gunslinger' QB who broke 31 NCAA records at the University of Hawaii, was released by the club on Monday following its acquisition of John Beck in a trade with the Baltimore Ravens. Brennan was quite emotional as he said goodbyes on his way out the front of Redskins Park. Hugs, pats on the back, best wishes, but you know he didn't want to be leaving. He and I spoke the other day about his time here -- he was a 6th-round pick in 2008 -- and he said his biggest regret was never having played in a regular-season game. "I was surprised," WR Santana Moss said after the afternoon workout. "I like Colt. He is one of those guys, like the great ones, like (Brett) Favre, that are great because they hold nothing back. That's the kind of guy he is."&#xD;
Brennan's departure and Becks's arrival leaves the Redskins with four QBs, none of whom has ever taken so much as preseason snap with the club. Williams spent a sleepless night Thursday just outside the environs of Redskins Park as he waited for his agents to finalize his deal with the team. He even thought about watching Thursday's opening session. "I was nipping at the bit to drive by and see what was going on," he said. Instead, he hunkered down in his hotel room with instructions to stay close to his phone. And that's what he did, unable to sleep. The call came at 4:30 a.m. and then it was way too late for shut-eye. "They wanted me here at 6 a.m.," he said. "No point in teasing myself with one hour of sleep." Former left tackle Chris Samuels, now a coaching intern, said Williams "did really well his first day and he's going to get better." Linebacker Brian Orakpo, who played against Williams when Orakpo was at Texas and Williams was at Oklahoma, likes his former rival. "He loves to work to get better," he said. "He's a phenomenal tackle. I have been going against him nearly every day and he keeps getting better. He has such explosive feet and power." Williams enjoys getting tested by Orakpo, who had 11 sacks as a rookie. "When he left Texas, I knew he was going to be a force to be reckoned with," Williams said.
